Passport Services: About half an hour after my appointment time, it was at last my turn to submit my passport application. The clerk greeted me by ripping my application out of my hands and snarling that I needed to fill out another one. By default, Adobe Acrobat prints the online application at 99% and the Department of State apparently can't deal with the 1% discrepancy. (Dear Department of State: This is ridiculous. Either design a form that can be printed on printers other than yours, or instruct applicants to pick up an application at the post office or wherever. Thank you.)

So the clerk and I didn't get off to the best start. Then the games began in earnest. At one point, she instructed me to put the wrong information on my check. When I referred her to contrary instructions from the Dept. of State, I could almost see the steam coming out of her ears. When I gave her my photos, she declared that they were obviously more than six months old. No, actually, they were taken two months ago. And so on.

A month later, the Dept. of State sent me a letter saying that they couldn't use my photos because they were more than six months old. I wonder where they got their information? I sent them my receipt indicating that the photos were taken two months before I applied. And so on.

At last we come to the happy ending: Dear readers, I received my passport today despite the best efforts of Albany City Hall. The moral of this story? If your idea of a good time is to wait three months and spend almost $200 for the privilege of playing mind games with a passive-aggressive saboteur, then by all means, go to Albany City Hall. Otherwise, take your passport business elsewhere.

Passport Application: I arrived at 11:20 AM and waited to be helped. There are 2 parties ahead of me, one of which was being helped. They were an older Caucasian couple, around the same age and ethnicity as the clerk. The three of them seemed to be engaged in pleasantries- laughter, back and forth sharing of personal experiences. When it was my turn, the clerk seemed annoyed from the start.

As I was trying to find the proper document, she interrupted me to say: "You need a new application". I replied, "Yes, I am trying to re-applied for a new passport." "No, you used blue ink, it said you need [she condescendingly circled the part of the application that said] black ink". She completed her passive-aggressive explanation with "this is as blue as can be". She then told me, "we need to hurry because the office will close at noon." The time was about 11:40 AM.

I admit I came unprepared. I knew there was a possibility that I needed to make two trips. I didn't have my checks but hoped that the office would take credit/bank cards. However, I am not the first and definitely will not the last person to make these mistakes. The inconvenience caused was to myself, not to Albany City.

The fact that she was dismissive, passive aggressive in tone, was unprofessional. She implied irritation through her body language in having to provide me with more information. Not to mentioned, she turned her back to me, walking away, while I was still sitting in the chair in front her, collecting my documents. The joy and enthusiasm she gave to the couple I witnessed earlier was no where to be found. I sincerely hope that this has nothing to do with the fact that I look young or that I am Asian that caused her to feel she has the right to scould me like child rather than a member of the public.

Albany California is a small, inclusive city. Its city hall and offices should be welcoming. This "got-cha" attitude is unacceptable. I hope this clerk had good reasons for acting the way she did, that her attitude was not attributed to her wanting to clean up quickly so she can go to lunch.

Slow, slow, slow. DMV is faster with better customer service. On-line service is fine, but in-person interactions are infuriatingly ineffectual.
